The option given to service personnel of the Central Government and of the provinces of the Punjab and Bengal to choose India or Pakistan as their dominions formally changed the communal balance in the composition of the magistracy and the police force in particular and the services in general making them formidable instruments of harassement. They generally were passive in providing protection to and at times actively participated in attakcing the persons and properties of the opposite comminities.
